In a small saucepan, boil vinegar, water, sugar, celery seed, salt and black pepper until sugar dissolves. Reduce head to medium-low and simmer for 5 minutes. Remove from heat.
In a very large nonstick saucepan, warm the oil over medium-high heat. Add the cabbage, bell peppers, and onion and toss gently. Sauté, tossing often until vegetables begin to soften and cook down, 6 to 7 minutes.
Stir in the vinegar mixture and bring to a boil. Cover, reduce the heat and toss occasionally until the vegetables are very tender, 6 to 8 minutes.
Serve warm or chilled.
