Sauté onions in oil in a large pot until translucent. add garlic and cook one minute. Add the tomatoes, orange juice, water and bring to a boil. Add the frozen vegetables. Return to a boil and simmer until the vegetables are almost tender. drain and rinse the beans and add them to the soup. Season with salt and pepper. Simmer until the vegetables are just tender.
